Afraid is not the words ! It should be " People should respect the Govenment, The Government should respect the people" Why should it be afraid ?

You're right. Respect needs to be built and earned.
But, afraid, is a shortcut. Shortcut to generate fear.
Rakyat akan respect kepada kerajaan bergantung kepada kepimpinan yang dibawa oleh peneraju kerajaan itu. Namun, kerajaan ada sebab untuk takut kepada kuasa rakyat.
